Reconnect port-channel to VLT

I'm having an issue very similar to this issue listed here

I have a dozen working port channels with the exact same configuration as the one I've recreated, but my new LACP / port-channels do not see one another on their partner switches via VLT. Both switches are configured identically, I can send full configs if it would be helpful, but I'm really struggling to see why this happens when we are recreating the LACP after replacing/upgrading/rebuilding hosts.

WORKING port channel: 

MXL-B1(conf-if-te-0/8)#show config

Am I missing something for the vlt config? how do I get these two switches to see their partner? 

Here's the LACP status for the port channel that I've recreated. 

Port-channel 9 admin up, oper down, mode lacp

Partner System ID:  Priority 0, Address 0000.0000.0000

LACP LAG 9 is an individual link

A - Active LACP, B - Passive LACP, C - Short Timeout, D - Long Timeout

E - Aggregatable Link, F - Individual Link, G - IN_SYNC, H - OUT_OF_SYNC

I - Collection enabled, J - Collection disabled, K - Distribution enabled

L - Distribution disabled, M - Partner Defaulted, N - Partner Non-defaulted,

O - Receiver is in expired state, P - Receiver is not in expired state

Port Te 0/9 is enabled, LACP is enabled and mode is lacp

Port State: Not in Bundle

  Actor   Admin: State ADEHJLMP Key 9 Priority 32768

           Oper: State ADEHJLMP Key 9 Priority 32768

  Partner is not present

LLDP NEIGHBOR

The results of show lldp neighbor for these specific ports is odd vm8 is correct  below:
